The very basic step for a first time commander is as followed:
First Start to Build power node
Then Sell 1 transporter
Research on the advanced tactics
Then build another node
Build armory, transporter
Another node
Then build power
Research again for Advanced kits
Hope that helps.

Yes the above basic building order in the early start of the game as a new commander but you also have to make sure that you build power supply buildings as per your need because they are really very important and you will come to know why when you start playing it.I have found that starting game later affects the game further as well so you have to analyze the situation very well and you have to do what is basically needed and you can try building all the above a bit near from the enemy base as it has been proven as a good strategy for the new ones.

You can follow the below steps as well:
Start Building a relay or two depending upon the map
A Transport Gate close near the primary will be better.
Research for Field Tactics
You should also Reinforce primary with turrets and the supply crates as well
As soon as the field tactics is don't than Build a Bunker and then research Siege Kits
And try to play strategically.
